GENERAL ELECTION.

• STOUT DECLINES TO STAND FOR HOUSE.

[PER PREBS ASSOCIATION. | Dunedin, November 4. — Sir R. Stout, in declining a largely-signed requisition to stand for the City of Dunedin seat, ' says : — " I regret to say that there are many reasons, unnecessary for me to specify, why I cannot comply with the request. I hope, however, I may be of some service to the Liberal cause though not a member of Parliament; and I may perhaps avoid the aspersions cast upon men when in office by some leading newspapers, appar ently with the approval of a section of the Duuedin electorate, that my object in public life was personal gain. I may add that the conviction I held in 1887 has been strengthened by what has transpired since, and I am convinced a policy based on the lines indicated at the last general election will have to be adopted before we can see genuine progress in our land. Ido not suppose the colony is ripe for such a policy, and Parliament cannot go so far in advance of public opinion. So far, however, as I am concerned, I will continue to act in the future as I have done in the past— doing what I can to help forward the best interests of the colony by an adherence to those principles which the Liberal party laid down as its political platform, and which alone can, in my opinion, bring us peace and prosperity."
