BISMARCK'S FAREWELL TO THE EMPEROR. HE ACCEPTS THE DUKEDOM. [PEB PEKBS ASSOCIATION.] Bcklin, March 26. — Prince Bismarck took farewell of the Emperor to-day. After his farewell audience he had a tremendous reception by the populace. General Von Caprivi kas also been appointed Prussian Foreign Minister. Beki.iv, March 27. — Prince Bismarck has accepted the Dukedom as a second ritle. The Emperor denies his relations with Count WaKlersee have changed. The Pope felicitates the Kaiser on his trying to improve the condition of the working classes, but adds that the solution of the difficulty requires the powerful assistance of the church. Ths Emperor in a letter to Prince Bismarck stated that the latter's resignation was a blow as severe as the death of his grandsire. Count Herbert's resignation has been accepted. The Emperor has appointed the retiring President of the Prussian Ministry to & post in Hanover. Vienna, March 27,— Prince Reuss, the German Ambassador, has distinctly informed the Austrian Emperor of the Kaisers intention to adhere to the triple alliance.

Messrs Adams aad Andrews came down by the Gairloch this morning to work the totalisator at the Anniversary Races. A final reminder is given of the entertainment in tho Alexandra Hall to night.
