THE NEW POLITICAL PARTY;. |teu pbess association.] Berlin, March 24. — Apparently the difference between the Emperor William and Prince Bismarck is of a personal character. Prince Bismarck appears to be the more angry of the two, and is reported to have samV'Le Roi me re vena." [-'The king will see me again."] It is rumored that the Emperor William intends to include chief party leaders in the new Ministry. The Emperor William has informed the Emperor Francis Joseph of Austria anl King Humbert of Italy that the recent change of Chancellor will not affect the foreign policy of Germany. It is reported that Count Kalnoky, Austrian Minister for Foreign Affairs, Signor Crispi, Premier of Italy, and Heir de Caprivi, who succeeds Prince Bismarck, will shortly meet to discuss the situation.
