The Government are completely surprised at Dr Hector replying that he had no further report to make on the Yiotorian coalfields. It is asserted he was given distinctly to understand from the first that his report was to be only a preliminary one. Sydney, July 26.

A Constitutional crisis has arisen, owing to the Legislative Con a oil amending the Payment of Members Bill in the direction of only applying to succeeding Parliaments, and not to the present one. The Speaker has deolared that the Counoil had no right to amend a money bill. Sir Heury Parkes moved that the bill be set aside, to permit of the passing of another bill, asserting the rights of the Assembly. A hot debate took place, severely criticising the aotion of the Counoil. Mr. Dibbs and the Opposition assisted the Government to their utmost, and the motion was carried.

Sir H. Parkes then gave notice of motion to suspend the Standing Orders to pass a bill in one day. It is announced that Sir H. Parkes will introduce a bill next week to reform the Legislative Council on the basis of popular election.

Fully one-third less area of -wheat has been sown than was put in last year in the Albury district. In referring to the New Zealand Loan Conversion, the Sydney Morning Herald doubts whether it is wise of New Zealand to renew the debt at 8£ per cent., because the effeot will be to increase the capital amount of a debt whioh is already very large. The credit of the colony is not yet sufficiently good to justify the hope that the loan can go except at a considerable discount.
