RATE FOR WAITARA HARBOUR.
TO THE EDITOR.
Sir, — I neither made use of the words — "He would not begrudge an additional rate if it were for the Waitara harbor;" nor, " I would not mind the rate were it for this port; " nor any other phrase in the least resembling these. When the last Waitara Harbour Loan Bill was before the Legislative Council the Local Bills Committee proposed to introduce a rating clause, when I at once said that if that were done I would withdraw the bill.
