RATE FOR WAITARA HARBOUR.

TO THE EDITOR.

Sir, — I neither made use of the words — "He would not begrudge an additional rate if it were for the Waitara harbor;" nor, " I would not mind the rate were it for this port; " nor any other phrase in the least resembling these. It is wellknown that I have consistently opposed in Parliament all harbour board clauses giving power to rate. When the last Waitara Harbour Loan Bill was before the Legislative Council the Local Bills Committee proposed to introduce a rating clause, when I at once said that if that were done I would withdraw the bill.

Understand, I neither accuse your reporter nor you of wilful misrepresentation. I know well a reporter's difficulties, especially, as in this case, he is stranger to the speaker's sentiments and to tho controversies current in tha district. — I am, &c,
