Tuesday, July 13.— The House met at 2 30 p.m. In replying to questions, it was stated that, in making futuro appointments to the Legislative Council, tho propriety of nominating members from mining districts would receive consideration ; that Arthur Clayden was an emigration agent under the control of the Agent-General. Ho had represented himself as a volunteer, but money had been paid to him, not as a salary, but for expenses ; tint it was not deemed advisable in the lar^e contracts on tho Lake Gorge section of the Napier-Pal-merston line to advertise the contracts in Napier, as the Government Ind never received large tenders from Napier. The Gold Duty Abolition Bill, Defence Bill, CJivil Service Reform Bill, and Auimals Protection Act Amendment Bill wero read a third time, and passed. Tho Government Loan and Local Bodies Bill was further considered in Committee. Clause 13 — " The Treasurer not to lend local authorities in excess of suojs stated," was amended as follows : " That the sum to be lent to to a county council should not exceed £0,000, to a" road board not exceeding £3,000, to a town board not exceeding £3000, and to a river board noi exceeding £1,000." Several new clauses were added to the bill. A new clause, making special provision for school buildings, elicited some discussion. The House adjourned at 5.30 p.m. At 7.30 p.m. the discussion was continued on theclause making special provision for loans to Education Boards for the erection of school buildings. After an hour's debate, in which much opposition was shown to tho proposal, the clause was rejected on the voices. The bill «-a9 reported with amendments and recommitted for further consideration of the ihreo clauses which were passed. On tho motion for going into Committee of Supply, Mr. Scobio McKenzie moved to rescind the resolution of October, 1884, by which practising medical men wer9 dieabled from aoting as coroners. He urged that doctors being skilled in medical knowledge wero the best persons who could be chosen as coroners, and he did not think there was any fear of their abusing their position. Mr. Tole opposed it, on the ground that it was improper that medical men should be in a position to sit in judgment on their brethren. It was doctors alone who objected to the present system. Colonel Trimble, Messrs. Newman, Seddon, Hatch, Ivess, Wakefield, Conolly,Buchanan, Rolleeton, apd Rosa took part in the discussion which followed, when Mr. McKenssie's resolution was lost by 3G to 35. Tho House continued in Comujittee of Supply. Tho estimates were considered. In the Education vote, on the item £9,509, boarding out children, Sir R. Stout, in answor to a question, said this was an increase of £2500 on last year's vote. Tho diHcuseion merged into a general debate on tho question of higher education, in which a large number or! speakers took part. Sir It. Stout defended the voto at tome length. Mr. GuinneßS a^ked for a grant for the High School at Groymouth, atid Mr. Hursthouse announced that he iatonded to ask for a £1000 for a school at Motueka. The item was rotained by 42 to 12. Total vote £382,914 was passed intact. Class IX — Native Minister, £20,104, was passed with without reduce. Class Xll— Defence, £189,030. Mr.Bryco said the police force was over oflicered. Inspectors who had been disrated by the former Government hud been reinstated. Mr. Ballance said the expense per head of population was less than three years ago. The fresh appointments had been found absolutely necessary. Tho vote passed withouL further comment, and the House rose at 1.15 a.m.
