GENERAL ASSEMBLY OF NEW ZEALAND.
HOUSE OP REPRESENTATIVES. Monday, July 12. — The House met at 7.30 p.m. In replying to Major Atkinson, tho Premier said the Loan Bill and Public Works Statement could be considered to-morrow, and the representation question' mi^ht be also taken. After these were disposed of, the Police Force Bill was .read a third time and passed. The Defence Bill was further considered in Committee. The postmasters, telegraph clerks, letter carriers and persons engaged in the railways were exempted from service in the Militia. In clause 57, Mr. Walker moved an amendment in the direction of! distributing the capitation allowance equally to all volunteers. Mr.' Ballance protested against the extra expense which this would cost. Colonel Trimble moved an amendment to make the capitation not more than £3 in any corps. Mr. Walker withdrew his amendment in, favor of Colonel Trimble's, but the chairman then ruled that tho latter was out o£ order, and both fell to tho giound. Mr. Ballance offered to consider the question of making allowances for garrison and country corps more equal, but declined to increase the total vote. Colonel Trimble then moved to strike out of the clause the words "firing grant to garrison corps at £3, and country corps .it 305." After some discussion Mr. Ballance accepted the amendment. Tho effect ia simply to affirm that the cupila'ion shall be paid without giving any amount. Tha remainder of the bill then passed without discussion. The Civil Service Roform Bill was further considered in Committee. Clause 17, Royal Commission to report periodically as to adjustment of salaries to cost of living. S6ver.il members begged tho Premier to withdraw the clause. After a debate the Houso divi 1-d : Ayes 27, noes 33. This clause an I all following were consequently struck out. The postponed clauses were then Ukon. Clause 9, cadets to be appointed on nominatioi of a member o£ the Houso of Representatives only, gave rise to a discussion, but was carried on the voices without amendment. Clause 12, dealing with the retirement fund of the Civil Service Reform Bill, was amended to provide for the rights of femile civil servants, and also that the State might appropriate money for tho fund. Mr. Levestam moved to bring females, etc, under the operations of the Employment of Females Act. Ayes, 17; noes, 32. The bill was reported with amendments. Tho Animals Protection Act Amendment and Codlin Moth Act Amendment Bills »vere then committed. The former passed without amendment, On the latter much opposition was shown to clause 2 (giving the Governor power to proclaim districts infected) on the ground that it would interfere with the apple growing industry. Mr. Hursthouse moved to report progress, which was carried by 27 to 18 ; and then moved, " That the bill be considered that day three months," which was lost on the voices, and tho House" adjourned at 12.50 a.m.
