EDUCATION BOARD.

The Education Board met on Monday. Present : Messrs. J. Veale (in the chair), Andrews, Elliot, Faull, Syme, and Wade.

Architect's Report. — The Architect's report was read stating that the contractor for the Central School was entitled to a progress payment of £245 10s. (passed for payment^ ; that the Marsland Hill barracks have been secured as temporary accommodation for the scholars from the East School. He had visited the Waitara East School and recommended that a room to accommodate 80 scholars be erected on the seaward end. The present school can be readily adapted for a class-room, cloakroom, lavatory, &c. He also recommended that a new building be erected as soon as any alteration is determined on, as the present building is unsuited for long continued use.

APPOINTMENT OF TEACHERS.

A communication was received from the No. 3 Committee to the effect that they recommended Mr. Foulis, late Inspector of Schools, Wanganui, to be head teacher of the New Plymouth Central School, and Mr. G. O'Connell, at present head master of the Boys' East School, to be second master of the School.

A deputation of the School Committee waited on the Board to confer as to the appointments, and after some discussion, Mr. Elliot moved, and Mr. Wade seconded, " That the recommendation of No. 3 Committee re the appointment of head master to the Central School be adopted, to date from 3rd January next. Mr. Syme did not think the Board had sufficient time to consider the applications for the appointments. Ho moved, " That the consideration of the recommendation of No. 3 Committee re appointment of head master to- the Central School be deferred till the next meeting of the Board, and that meanwhile enquiries be made as to the suitability of the various candidates for the office."

The amendment was not seconded, and consequently lapsed. Mr. Andrews moved, " That a Committee, consisting of the Chairman, Messrs. Veale and Elliot, be appointed to make enquiries as to the appointment of the head master of the Central School, with power to confirm the recommendation of No. 3 Committee."

The amendment was put and lost on the following division : — Ayes (2) : Messrs. Andrews and Faull. Noes (3) : Messrs. Elliot, Wade, and Syme. The original motion was then put, and carried.

A letter was received from Miss Brooking, teacher of the Courtenay-street School, stating in reply that she preferred retaining Miss Scott's services as assistant teacher.

Mr. Andrews moved " That Miss Scott be retained as assistant teacher in the Courtenay-street School," which was seconded by Mr. Wade.

Mr. Elliot moved " That the recommendation of No. 3 Committee in regard to the appointment of Miss Scott as assistant teacher in the Central School, be confirmed."

The amendment was carried.

It having been reported to the Board that Mr. Ensor, who was appointed teacher at the Upper Mangorei School, had declined to accept the appointment, it was resolved "That Miss J. E. Ainslio be appointed as teacher." Holiday. — On the recommendation of No. 3 School Committee the Board granted a holiday to the school children on Nov. 27, being the annual festival of the Band of Hope.

West Infant School. — Mr. Faull moved and Mr. Elliot seconded, " That the Acting Chairman be empowered to treat for the purchase of part of rural allotment No. A, Town Belt, for the West Infant School, and to report to the next meeting of the Board." — Carried.

Assistant Pupil Teachers. — It was resolved on the motion of Mr. Andrews, " That it is desirable that no appointment of an assistant or pupil teacher be made in any school unless the head teacher be first consulted as to the proposed appointment."

Leave of Absence. — Leave of absence was granted to Messrs. Lawrence and Kelly during their illness.

Testimonial. — It was agreed that a copy of the testimonial to Mr. Ambridge, drawn up by tho Chairman, be laid on the table.

High School. — A memo, was read from the Under-Secretary, Education Department, stating that it was impossible to state when the vote of £200 for the High School, and also the vote for school buildings, would be paid.

Rents of Endowments. — A letter was received from the Board's agent at Patea enclosing statement of rents collected on account of the Board tp date, together with a cheque for £116 7s. 6d.

Opunalce. — The Board decided not to purchase at present a bell for the Opunake School, as they could not get one at a suitable price.

Ilu/totu. — A memorial was received from the residents in the Rahotu District asking that a school be established there. The residents stated that there were fifty children in tho district. — It was resolved, " That enquiries be made re the number or children between the ages of five and four teen resident within a radius of two miles of the Villago of Rahotu." Lepperlon. — The Chairman of the Lepperton District drew tho attention of the Board to the state of the block-house used as a school at Manutahi, it being very much out of repair. — Mr. FauMj moved, "That the consideration of the alterations or erections of new school buildings bo held over until the amount available for building purposes is known." — Seconded by Mr. Syme, and carried. Probable Cost of Iryprovcments. — The Architect wns requested |to report as to tho probable cost of buildings for school purposes, as follows :— New Plymouth West end school, to hold 120 children, Manutahi for §0 children^ and Waitara East for 150 children,

Higii School.r-^Qn the motion of Mr. Anijuewh it was resolved, " That a committee, consisting of Messrs. Fault, Elliot, and the mover, be appointed to enquire and report on financial and other matters in connection with the High School."

Accounts. — Accounts amounting to £249 ss. wcro passed for payment. Requisition. — A requisition from Tatarainnikii was granted. The Board then adjourned.
