JSAHVd RISING IN WEST INDIES. London, October 8. Telegrams are to hand irom Hayti, West Indies, stating that a serious native rising occurred at Port-au-Prince, the capital of the Island. A large body of blacks entered the town and attacked the foreign merchants, several of whom were killed and others severely maltreated. The rioters also pillaged the business premises and the private houses of the merchants, and committed great havock. A body o! marines from the men-of-war in the port landed and quelled the outbreak, and in the encounter which took place with the rioters, several marines were killed. AFFAIRS IN TO*,QUIN. It is stated that the French Government has delivered its ultimatum to the Chinese envoy regarding the difficulty in Tonquin. . t is understood that the Government refuse to cede the northern port of Tonquin to China, but is willing that that district should be treated as neutral ground.
