Wednesday, July 10.— The House assembled at 2.30 p.m. In replying to a question, the Colonial Treasurer said the Treasury bills issued during the linancial year, amounted to £11,200, and deficiency bills to £184,000, and iv the present state of affairs the Government did not feel justified in issuing the large amount, consequent upon passing. The Governor did not sec his way to assent to any bill until the Address in Reply had been passed. Sir W. Fox and Major Aticinsox spoke in opposition to the motion, Avhieli they described as a most unconstitutional proceeding. If the exigencies of the Exchequer were so great, they contended that Parliament ought to have been called together at an earlier date, and they urged the Premier to disclose all the facts, in order that the true state of public finance might be known.
