Tuesday, August 31.— The Napier Swamp Nuisance Bill passed the third reading. The Auckland Improvement Bill passed tho second reading. Mr. Eonar moved, " That in the opinon of this Council it is desirable that tho law relating to the conduct of art unions, lotteries, and similar undertakings throughout the Colony should be taken into consideration by the Government, with a view to the preparation on as early a date as possible of a bill regulating the same. Mr. Waterhouse seconded the motion, remarking that the mania for gambling had reached religious people. Dr. Pollen said the Government concurred in the necessity for giving the matter consideration, but could not deal with it this session, amongst Buch an unusual pressure of business. The Auckland Institute Bill passed its third reading The Napier Council Empowering and Waterwprks Loan Bill and the Campbelltown Athcnccum Bill have been read a second time and passed through committco witli amendments. The Council adjourned at '1.25 p.m. Wednesday, Sepiember I.— The Napier Municipal Council Empowering Loan Bill was passed through all its stages. On tho Ford and Other Pensioners Bill, a select committee reported that they did not think that the persona named in the bill were entitled to tho pensions proposed, and that it would be better to pass the samo by annual vote. Mr. Scotland moved tho second reading of tho Taranaki Waste Lands Bill. • Mr. Waterhouso -opposed it. After a long discussion, the bill was read a second timu, but will probably not pass tho third reading without sovoral amendments in committee.
