ARRIVAL OF THE S.S. ‘STAR OF THE SOUTH.’

LATEST FROM WELLINGTON. LATER PARLIAMENTARY.

The s.s. ‘Star of the South’ arrived at Tnraru Wharf at one o’clock yesterday, from Napier, which place she left on Friday afternoon last. She brings a cargo of cattle and sheep, consigned to Mr. Banks, and a few passengers. We have files by her of the “ Hawke’s Bay Herald,” from which we extract the following later parliamentary intelligence : Wellington, Nov. 2. The Payment to Provinces Bill passed through committee last night. During the consideration of tlie Bill, a disgraceful scene ensued. Mr. Mervyn, who Avas excited nade a fierce attack on Mr. Reynolds. The Chairman called him to order, but he paid no attention. The Chairman then ordered him to resume his seat, but he refused, and continued talking. The Chairman, unable to restore order, left the chair, and the Speaker took bis scat. The Chairman of Committees reported that Mr. Mervyn refused to obey him. The Speaker called on Mr. Mervyn, who made a long statement. The Speaker said that it was no justification, and Mr. Mervyn Avas at length forced doAvn. To-day strangers were excluded from the House for half-an-hour, Avliile the Speaker severely rebuked Mr Mervyn, Avlio apologised. In the course of a speech to-day, Mr. Fox said that the Government were placed in a difficulty by the contrary resolutions of both Houses re holding the next sessions of the Assembly at Dunedin, but said that the Governor would use discretion. The Payment to Provinces Bill, Municipal Corporations Act Amendment Bill, and the Native Districts Road Board Bill, have passed the third - readings. The consideration of the stamp duties lias been resumed.
