REPARATIONS.
BERLIN, Feb. 28. An agreement has been provisionally reached between the Reparations Commission and Germany which piovides for the annual payment at £720,000,000 in cash, and £l,--IL>,-000 000 in kind and gold marks. The former will not ho increased if the latter is not reached. This will he a simplification of the machuieiy lei the distribution of orders for goods whicli arc expected, and mainly comprise articles competing with the Entente’s own industries. .Steps are being taken to eliminate the middleman. ___
