♦ LONDON, July 25. 'The Earl of Donoghmore initialed a debate in the House of Lords on Mr Haldane's Army scheme. lie said he did not believe it would promote deficiency and economy. Lard Koberts admitted that sumo reductions in the rank and file was possible, but to reduce ten battalions, including their officers, was most serious, seeing that already the army was seven thousand officers short for purposes. Lord Roberts approved of the proposal that the militia should serve abroad, and said the yeomanry ought also. The Earl of Portsmouth said that the Government were only executing the mandate of the country to reduce expenditure. They were trying to find a remedy for the serious shortage of officers. Viscount Goschen condemned the Government's scheme as crude. The debate was unfinished.
