Directly the Ukase was published the Governor of Moscow announced that the privilege of meetings of Zemstvos had been abolished, and further discussion on constitutional cpiestions would not be allowed. A .supplementary decree appoints a commission to consider the procedure of the election of a Duma in Poland, Siberia, and the Caucasus. Aug. 21. The mounted police dispersed several thousand revolutionaries for rioting at Kishinefli. After the publication of the manifesto wholesale arrcfels were made at Lodz. There is great excitement at Warsaw The troops occupy several of the streets. A socialist meeting was dispersed. There wore no rejoicings over the Duma scheme. The Novoe Vrcmya and Rlovo are the only papers which eulogise it. The Liberal organs demand freedom of press and speech, and contend that the high rental 'qualification deprives all the urban proletariat and a great portion of the intellectuals of the franchise. The decision to withhold the franchise from the majority of professional men and pioneers of reform, is widely criticised. Many Conservatives, equally with the Liberals, resent the prominence which is given to peasants in the Duma scheme.
