Mr Brodrick made an effective reply He said that recruiting was satisfactory ; that '51,000 men had joined iii 1902 and that in a few years the principle kf delegation in the matter of control would be the key to the army system. He appealed to the House to allow the policy to have a trial. Sir 0. Dilke said that the expenditure on the navy ought to be increased. Sir E.
