IMPERIAL PARLIAMENT.
LONDON, February 24. Major Beckett, member for Whitby, moved an amendment to-the Address-m, Reply that the Army' system is ■ unstated to the needs of' the Empire. Mr Brodrick made an effective reply He said that recruiting was satisfactory ; that '51,000 men had joined iii 1902 and that in a few years the principle kf delegation in the matter of control would be the key to the army system. He appealed to the House to allow the policy to have a trial. Sir 0. Dilke said that the expenditure on the navy ought to be increased. Sir E. Grey declared that the country was alarmed at the' increasing rate of National expenditure. The (debaje was adjourned. ■
