Capetown, July 20. The statement by the London Times that the Transvaal crisis was ended by Great Britain’s acceptance of the Volksraad’s concession of seven years’ propectivo and retrospective franchise totheUitlanders, has caused consternation at Capetown. The Uitlanders have called a meeting to condemn the franchise proposals, and demand a more complete settlement. Mr Rhodes, addressing a meeting here, scouted the idea of war. Johannesburg, July 22. Mr Chamberlain’s speech has dispelled the alarm felt here that Great Britain was about to accept a weak compromise. London, July 21. Mr Chamberlain, interviewed as to- the franchise concessions, stated that he had heard unofficially that it was intended to give seven new seats to districts chiefly inlTabited by aliens. If this is confirmed we hoped to arrange a basis of settlement on Sir A. Milner’s lines, though there were a number of conditions which if retained might possibly imperil the value of the concessions. He was confident that President Kruger would reconsider the details, and not alloy the concessions or permit them to be nullified by future legislation or administration. The South African League meeting declared that tho restrictions imposed would render the franchise practically valueless. London, July 22 The Impe.rial Government continue precautionary preparations as regards South Africa. Eleven batteries of artillery are ready for despatch from Woolwich. The Standard and. Morning .Post’s special cables state that Mr Schreiner on hearing of Great Britain’s disposition to compromise telegraphed to President Kruger exhorting him to yield no further, but to await the Imperial despatch which would probably open the door to arbitrar tion. Mr Schreiner concluded his message with the words ‘‘Festina lente.” Naples, July 21. The German steamer Konig has left here with a large cargo of rifles, ammunition, and mules for the Transvaal.
