The Transvaal.
Pretoria, July 19. The Volksraad, with five dissentients, conceded seven years' prospective and retrospective franchise. President Krtiger supported honesty and rightesusnees, and would not imperil independence while gain ing the applause of the whole world. Greneral Joubert concurred. Pretoria, July 20. It is reported here that the Government have arranged to cancel the dynamite monoply. The franchise has finally passed the Eaads and comes into operation as soon as gazetted. It empowers the Executive to dispense with naturalisation conditions in the event of service rendered tho country, and facilitates the enfranchisement of alien youths. OAPf.T.'WN, July 19. Mr Rhodes has arrived at Capetown. He received an immense ovation. Delegates from all parts of South Africa, including the Dutch, presented an address of welcome. Mr Rhodes in a speech declared that England was determined not to encourage tho nebulous ideas of the Republicans. The granting of equal rights was the only solution of the difficulty in the Transvaal. Both parties in England were tumbling over one another in their zeal to prove which were the greater Imperialists. Ho eulogised the empire, and said he was confident that Sir H. Kitchener would soon find money enough to complete the Khartoum-Uganda railway. Capetown, July 20. The loyalist people of Jonannesburg and Capetown are disappointed at Great Britain's acceptance of a compromise which they fear will prove illusory. Natal, howover, is more satisfied with the result. London,' July 19. Tho Times says that the crisis has ended. Mr Chamberlaiu appears to have fully achieved his object. It is believed that it is intended to increase the goldfields representation to nine, including Berberton. London, July 20. The Times states that the Transvaal still insists on high property qualifications and naturalisation under vexatious conditions. ggLagos and the Malay States have each offered to send 300 South Africa.
