Brussels, July 5 Van J)en Peereboom, Minister of War, has conceded the demand of the House of Representatives for the appointment of a commtitee composed of members of all parties to study proposals for a compromise of the present situation. Peereboom’s surrender is regarded as a great victory by the Liberals and Socialists, and is attributed to King Leopold’s influence. Rioters in the coal districts of Belgium exploded dynamite cartridges in the houses of Clericals and broke Peereboom’s windows
