Mr Herbert Asquith, Home Secretary, introduced in the House of Commons on February 23rd a Bill suspending the creation of new interests in the churches in Wales. The measure is the first practical step in the direction of disendowing and disestablishing the Church in Wales, to which the Liberal party are distinctly pledged. Sir John Gorst, Financial Secretary of tho Treasury under the last Salisbury Cabinet, moved the rejection of the Bill. Lord Randolph Churchill supported tho motion, and in the course of his remarks he asked the stinging question, " Do you call this a Government 1 Whom do you govern, and since the House like to have the points put clearly-headed one day the Government is at the merey of the Irish party; another day it is at the mercy of the Welsh party, and on third day yet to come it will be at the mercy of the Scotch party." The Opposition cheered and laughed at this. They cheered again at hearing Mr Gladstone told that his war cry was " Votes," and they cheered most of all when Lord Churchill announced that tho Government was managed on prinaiples less suited to tho conduct of State %hm of, a

Whitechapel auction. Mr Gladstone defended the bill, and Sir John Govt's motion Avas rejected eventually by a vote of 301 to 245, and the Bill passed its first reading. The London Standard in a leader on February 22nd on the silver question in the United States, compares President Harrison's attitude with that of Nero fiddling while Rome burns, and suggests ironically that the Americans must be proud of their chief Magistrate. "Anything more hopeless than his inability to grasp the situation," cjntinues the Standard, " cannot be conceived. It seems that there must be a severe shock in America before the people will show themselves wiser than their rulers and stop the creation of silver certificates circulated as money of full value." The American papers give full particulars of the launching of the new steel line of battle ship Indiana. She is 348 feet long on the load waterline, and 69 £ feet broad. Her mean draught is 24 feet, and her displacement 10,200 tons. It is claimed that she is the most formidable of the vessels of the American navy, and equal to any war vessel in the world.
