He says he sees no reason to doubt from the specimens submitted to him that the disease is the true phylloxera, and recommends that the severest possible remedy should be applied, that remedy being tbe total destruction of every vine in the town and district of Auckland. Upon receiving the report the Government consulted the Solicitor-General, who advised that the Government had no legal authority to order the destruction of vines. Eor instance, a paper, referring to a reputation for a careless toilet, announced as follows: “Mr Maguire will wash himself bofore he assumes the office of Town Councillor ” This made Vl'aguire furious, and he demanded a retraction, which the paper made thus: “Mr Maguire requests us to deny that he will wash himself before he assumes the office of Town Councillor.” Oddly enough this only enraged Maguire the more.
