ENGLISH AND FOREIGN. London, April 16.

Mr Gladstone, in addressing a meeting at Marylebone, said ha was satisfied with the piesent political situation in England, as the Tories were carrying out the principles set forth by the Liberals.

The sugar refineries at Barnes have been destroyed by fire. It is estimated that the damage exceeds £60,000, The suspension of Mr Onslow, the Chief Justice of Western Australia, by Governor Broome, has been referred to the Privy Council. Meat by the lonic is in prime condition in London.

Howell, the English Champion Bicyclist, beat Rowe, the American, on a five mile course. Time, 15min 37sec. [ln 1886 Rowe managed to cover the same distance in 13min 23 4-sth sec. F. Wood’s time in 1884 was 14mim 21sec.] The proposal to elect Australian members of the Jockey Clnb is being opposed, on the ground that many notable English sportsmen are unable to secure election.

Mr Octavius Morgan's Colonial Marriage Bill has been withdrawn, owing to the satisfactory division in the House of Commons on the motion for the second reading of the Deceased Wife’s Sister Bill.

It is officially announced that the Porte declines to allow either the proposed British or French modifications in the Suez Canal Convention.

Lord Hartington was to-day presented with the freedom of the city of London. In the course of his speech he declared that the extension of local government to Ireland would be more useful than any dream .of impossible independence or the autonomy of a subordinate province:

The Anglican Synod have, by a small majority, negatived the proposal that vacancies in the colonial Bishoprics should be filled from the ranks of the clergy in the colonies. A motion for the suspension of bazaars in aid of church funds was also negatived. Yeitch, the mine manager at Dubbo, has been sentenced to six months' imprisonment for manslaughter for the death of a miner who was killed through defects in a mine of which Yeitch was manager. Yeitch neglected to remedy the defect upon receiving notification from the Inspector of Mines.

A silver lode has been discoyered at Rivertree, near Tenterfield, which is yielding from 40oz to 130 oz to the ton.

At the auction of the discarded warships to-day the Undine was passed in. The Harrier was gold for £I2OO.

The Government have practically agreed to the request of the Rabbit Conference to set aside an island off the coast and a tract of country inland for the purpose of testing the various methods for extermination. M. Pasteur’s agent has been licensed to introduce microbes into the colony, and steps will be at once taken to fence in a thousand acres inland for the purpose, of experimenting with the microbes. Twa station holders have offered to place their runs at the disposal of M. Loir for this purpose.

There is great excitement in the Gundagai district over the reported diecovery of a gold-bearing reef of extraordinary value in the vicinity. Government have purchased ninety hydro-pneumatic breech-loading guns at a cost of slightly over £60,000. Nme guns have already arrived. H.M.S, Harrier has been purchased on behalf of the London Missionary Society, and will be engaged in work in New Guiaea. The Rabbit Conference discussed the disease which has developed among rabbits in New Zealand, and been confounded with chicken cholera, It has been decided to obtain all possible information on the subject, The top storey of Payne’s large furniture warehouse in Pitt Street was completely gutted by fire this morning, and damage was sustained to the extent of £3OOO. The New Zealand Company bad a risk of £SOO on the building. The Comptroller of Prisons, in bis annual report which has been laid before Parliament, suggested that first offenders sbenld be treated to a course of nine months* severe discipline, which should virtually be a system of solitary treatment, instead of being kept with other prisoners for a term <of years, during which they form criminal associations from which they rarely manage to free themselves.

Keikoura, from Plymouth, She encountered severe gales after leaving the Cape, She brings 140 passengers for Australia and New Zealand, among whom are the English football team, Sir Thomas Brady, of the Irish Fisheries Commission, is a passenger for Tasmania, He has with him 400,000 salmon ova for Tasmania, which hfre arrived in good condition.
