THE NEW HEBRIDES.
London, Feb. 13. The Commission to administer the affairs in the New Hebrides will consist of a President and two British and two French officers. Each nationality is to fnrnish a President monthly. The Commission is to reassemble whenever any disturbance arises at the Islands, and no military or naval measures can be carried on without first having obtained the 1 sanction of the Commission. In matters of urgency the nearest commanders shall act in concert; but il that is not possible, aclioa may ba taken separately, but such action must be reported lo the srninr officers, who wi 1 await the Commissioners' orders.
