The Governor has received an additional despatch from Sir Henry Holland. in which he suggests that one Legislative Chamber is quite sufficient till tht population exceeds eighty thousasd. He also expresses a dislike to the proposed constitution, which is modelled on that of the United States and Canada. He holds that if an Upper House is created it should be nominated, Sir Henry recommends thrm to follow the precedent of the older colonies, and asserts that power must be reserved for the Queen to proclaim a division of the present colony into two or more colonies ; also that the Aboriginals must bo placed under the care of a body independent of Parliament, and that a pension must be provided for Civil Servants,
