St. Petersburg, J«d, 23. AH goods traffic has been suspended on the southern railways, as all available rolling stock is required fof the conveyance of troopß and stores, The heavy snow which is now lying in Galicia has stopped the movements of troops in that quarter; Russia failed to raise a loan in Vienna and Berlin. Jan. 2d. A heavy fall of snow will prevent a renewal of Russian military transports to the frontier until the end of February. General Gourko has reported that Poland is unfit to be the basis of offensive war, but is capable of affording excellent defence. He estimates that twenty millions roubles will be required to complete its defences. , It is stated that the Cauoasian army has received orders to proceed to the Austrian frontier, Jan. 26, The Czar has refused to admit the son and a nephew of the Comte de Paris to the Imperial Army. Paris, Jan. 25. A telegram has been received from Nanoy, a town in the department of Meurthe et Moselle, stating that a French gamekeeper, while shooting boars on the frontier, was assaulted by a German exciseman, who seized his rifle, Constantinople, Jan. 23. News has been received here that the troops at Erzeroum are being reinforced, and the defences of the place attended to. Berlin, Jan, 24. A military loan ot two hundred and fifty million marks has been submitted to the Federal Council. Lord Randolph Churchill affirms that the feeling in St. Petersburg is a distinctly pacific one. The Melz Gazette, referring to the assault on a French gamekeeper on the frontier, justifies the action of the excise officer. Vienna, Jan. 26. The Rothschilds have formed a syndicate to lend thirty million florins to Hungary, Sofia, Jan. 24. Prince Ferdinand is on a visit to Philippopolis, and has met with a cordial reception. Madrid, Jan. 26. The Dowager Queen Isabella, who was ordered to quit- Spain, bas been granted permission to reeide in Seville. London, Jan. 25. It is reported here that the Russian Legation tt Bucharest has been ordered to break off relations with Roumania on the ground of the wroDglul arrest of a Russian official, and his subsequent release without explanation, Jan. 26. Bulgarian affairs are attracting a good deal of attention in political circles, and a general rising against Prince Ferdinand is anticipated.
