London, Feb. 9. A large assemblage of people in connection with th® proposed commeration of last year’s Socialistic riots congregated yesterday evening on Olerkenwejl Green, It is estimated that at least 10,000 were present. Hundreds of mounted and foot policemen were in attendance for the purpose of preventing an outbreak and disorder, but the arrangements were not complete, and they were only partially successful in their efforts to avert another serious disturbance.
