GERALDINE TOWN BOARD.

The first meeting of this Board since the biennial election was held on Tuen day evening. Present—Messrs R. H. Pearpoint, J. Mandell, W. 8. Maslin, R. Taylor, J. A. Qainn, W. Bi-rry, and N. Dnnlop. The Clerk, Mr C. E. Sherratt, took the chair pro tem, and Mr R. H. Pearpoint was re-elected Chairman for the ensuing term. Mr Pearpoint thanked the members for the honor they had done him. He then read over a few of the by-laws which he tbongbt should be more adhered to in conducting the business of the Board. MINUTES. The minutes of the previous meeting were read and confirmed. CORRESPONDENCE. Outward correspondence was retd and approved of, and inward was read as follows From th' Hakatere Town Board, stating tini hat Board were now framing their by-laws, and asking the Board to forward a copy of their by-laws.—The Clerk stated he bad attended to the matter. Prom the Property Tax Commissioner, stating that a voucher for £9O 0* 4d, subsidy due to the Board under the Local Bodies’ Finance and Pownrs Act 1835, had been lodged to the Board’s credit. A copy of the Timaru by-laws re licenses for carriages was laid on the table, The Clerk also laid on the table the resalt of the biennial election held since the.last meeting of the Board. From the Crown Lands office, notifying the Board that section Nos, 835, Geraldine, had been vested in the Board in lien of section No. 845.—Mr Maslin moved, Mr Dunlop seconded, and it was carried—" That the offer be accepted, provided the Crown grant be given to the Board free.” ranger s beport. The Ranger’s report was read, giving the list of horses found wandering within the Town District. Mr Quinn drew attention to the way the ranger did bis duty. Ho had seen him pounding some people’s hones aid letting others go free. The Ranger averred that he bad not shown any partiality, but that on the occasion referred to some of the animals had been npon the street while the others had not After some farther discussion as to ridding the streets of the nuisance caused by wandering cattle, Mr Mandell moved—" ,That until further notice the Ranger be instructed to pound all cattle found wandering at large, and in the event of not being able to pound any animal that the owner be proceeded against under the Police Offences Act,” WORK FOR PRIVATE INDIVIDUALS. Mr Maslin brought before the Board the matter ?of the way in which the Board waa laying asphalt on property for private intividnals. Complaints bad been made of the manner in which the work bad been done. He did not think the Board should put themselves in the position of contractors. He would not be in favor of the Board carrying on works on private property. He thought that such work should now be put a atop to, Messrs faylor and Qainn quite agreed with Mr Maslin’s remarks. The Chairman thought that if the Board were in a position to impiove private property at prices that paid the Foard, and the ratepayers to gain a little advantage by the Board having the plant, etc., it would be rather a hardship to refuse to do it. Mr Dunlop did not see why the Board’s plant should not be used to improve their property. He thought that if people wished to improve their property, and asked the Board to let them have a certain quantity of asphalt, they should he allowed to have it. After tome little discussion, Mr Maslin moved, Mr Dnnlop seconded, and it was csrried—" That no work be done for private individuals except upon a written application, to be considered by the Beard.” BT-LAWS. The Board then went into question of framing the by-laws. Mr Maslin laid the following notice of. motion npon the table, which he would move at the, next meeting of the Board That the Board amend by-laws Nos, 1 and 2, and draft by-laws Nos. 8 and 4.”

Mr Duolop moved—" That a Committee consisting of Messrs Maslin, Mondell, Qainn and the Chairman be |ppointed to amend by-laws Nos, 1 and 2 and draft bylaws Nos. 3 and 4." Mr Maslin moved, and Mr Qainn secoided, as an amendment—•" That the Board as a whole consider the bylaws." The amendment, ipon being pot, was lost, and the resolution carried. COMMITTEES. Messrs Berry, Qainn, Taylor, and the Chairman were appointed a Works . Committee for the ensuing tbree months, and Messrs Mundell, Danlop, and Maslin a Finance Committee for the same term. MISCELLANEOUS. It was decided to obtain one copy of the Ratepayers' Manual for the use of the Board, also an impress die «s the Board's seal, in the place of the indiarubber stamp now used. Mr Maslin and the Chairman were appointed to interview Mr Taylor re obtaining a right of-way throutrh his property to the river-bed*

overseer's report. The Overseer's report \tas read ai fellows : " The Chairman an J Members Garaldine Town Board. '• Gentlemin, —Since your last meeting Mr Jonas Fiefield has finished hi* contract near Buwkett's, and Mr Bockley has also completed his contract near Pratt'*. The surface men h«ve been engaged in various parts throughout the Town District, but during the past few days have been top-dressing and finishing the asphalt where it had been left in abeyance, on account of the pitch not coming to hand.—Mr Morrison's application : I do not think that any injustice will be done to any person by acceding to Mr Morrison's request, and no injury will be done to the land through which tue water will ran, nor to the bridge where it will empty into the river. When inspecting the ground I saw the parties interested, and suggested carrying the drain along the road and emptying it into the river by means of a w«oden box shoot, which was approval, afterwards to take the pipes oat and make the groond good again. The gain in the pipes will exceed considerably the cost of providing the shoot and catting drain.—Moore's application : The footpath will need to be properly laid oat and formed before any gravel if" put on. To put it on in iitß present state would do little or no good. If the footpath is formed there will be a gap between the same and the dray road, which will be positively dangerous, A few loads of gravel will mike each entrance passable, without going to the expense of making the usual width and grade of footpath and making the road dangerous.—The following moneys have been collected during the month : 35s from licenses, 10* from rates, and £7 12s fid from asphalt, making a total of £9 17s 6d, which has been paid into the bank.— By-law No. 3 should be commenced and the others legalised.—The horseposts in front of some of the business plases are dangerous ; something must be done to remove the danger.-—I am, etc., " 0. E. Sherratt, " Oversaer to the Board." Re Mr Morrison's application—Mr Maslin proposed, and Mr Taylor seconded—" That the Overseer's report re this application bo held over for the Chairman to interview the Road Board Upon the subject, and if they have no objection the work to be carried tut." Mr Mundell moved as nn amendment—"Th«u this Board do not in'erview the Road Board on the subject, as this matter is of no importance to our Board. 1 ' Mr Dunlop seconded hte amendment, which upon being put was lost, and Mr Maslin's proposition carried. Re Mr Moore's application—lt was decided to carry out the suggestion of the Overseer on the subject. Re horse posts upon the footpaths— It was decided to leave the matter to the Works Committee, with power to act. FINANCE. It was decided to take up the sum of £2OO now falling due as a fixed deposit, and place it to the current account. ACCOUNTS. Accounts to the amount of £Bl 2s 6d were passed for payment, and the Board resolved itself into a BOARD OF HEALTH. The Inspector of Nuisances' report was read, and showed the town to be in a fair sanitary condition. The question of drainage cropped up, and several members expressed their opinion upon it, but no action was token in the matter, The Board then adjourned till Tuesday, November 2nd.
