ENGLISH AND FOREIGN. London, Oct. 22. The Privy Council have rejected the appeal of Louis Kiel, the Canadian insurgents against the capital sentence pronounced upon him. I'he death is announced, at the age of 67, of the Right Rev. James Fraser, Bishop of Manchester, The frozen meat by the Orient Company’s steamer Orient is selling at 4d per lb. It has been decided that the space which was reserved for Tasmania at the Colonial Exhibition shall be utilised a» a colonial luncheon room, and any remaining space will probably be allotted to the Victorian Court. Colonel Stanley, Secretary for the Colonies, has expressed a guarded approval of ultimate Imperial federation. Oct. 23. Lord Rosebery advocates the ado(tion into England of the Torrens Act, for facilitating the transfer of property. The name of the Earl of Donoughraore is again mentioned as a probable successor to Sir G. Graham as Governor of Tasmania. Oct. 24. The New Zealand Shipping Company’s R.M.S. Ruapehu sailed th's afternoon for Auckland and Wellington, calling en route at Teneriffe and the Cape. Lord Randolph Churchill, Secretary of Stato for India, addressed a public meeting at Birmingham to-night, and in the course of his speech he stated that war between England and Bormab would probably renult in the British annexation of that country, or at any rate in measures of a somewhat similar character, Calcutta, Oct. 22. fen thousand troops have embarked for Burraah, under the command of Major-General Prendergast, V.C, Madrid, Oct. 22. The reply of the German Government to the representations of Spain on the subject of the occupation of the Caroline Islands has been officially published. The reply does not discuss the previous claims of Spain, but narrows the affair down to the question of priority of possession dating from last August. AUSTRALIAN CABLE. Sydney, Oct. 23. The prospects of the supporters of the present Government being returned foi new Parliament in a majority are improving, but parties are not well defined at present. Oct. 25. The Union Company’s s.s. Tarawera arrived to-night. Melbourne, Oct. 23. In the Legislative Assembly last night the Federal Council Bill was read a second time without a division, Oct. 25. The P. and O. Company’s s.s. Ballarat arrived this afternoon from London. Hobart, Oct. 23. The Shaw Savill and Albion Company’s s.s. lonic ai rived here this morning, with the English mails dated Sept. Hth.
