ENGLISH AND FOREIGN. London, May 22. A banquet was given last evening to Sir Henry Loch, the newly-appdinted Governor of Victoria, by a number of Victorian colonists now in London. Earl Rosebery presided, and the company included Sir Saul Samuel, AgentGeneral for New South Wales, and various notables. The chairman, in proposing the toast of the evening, warmly eulogised the tried services of Sir Henry Loch. Sir Henry ' Loch in reply promised to exert himself unceasingly to encourage a feeling of affection and confidence between the colonies and the Mother Country. Mr Paterson returns to Melbourne by the Orient, sailing in September. Lord Rosebery hus renewed his motion for the debate on the recidiviste question on June 23rd. May 23, The total reserve in notes and bullion in the Bank of England is £15,400,0C0, an increase of £300,000 during the week. The proportion of reserve to liabilities continues at 48 per cent. The Bank rate of discount remains at 2£ per cent, and the market rate 2£.

The London Gazette to-day announces sundry promotions in, and appointments to, the Order of St. Michael and St. George, including the following : —The Hon. Alfred Stephen, C.M.G., Lieutenant-Governor of New South Wales, to be Knight Grand Cross, and Frederick Napier Broome, C.M.G., Governor of Western Australia to be Knight Commander of the said Order. The Gazette also announced that the honor of Knighthood has been conferred on Mr Samuel Davenport, of South Australia.

The cargo of frozen mutton, comprising 329 S carcases, ex steamship Chimborazo, from Melbourne, has been landed in excellent condition. Prime New Zealand mutton is now realising s£d to s|d.

The cricket match between the Australian team and eleven of the Marylebone Club and ground was continued to-day at Lord's. The weather was Bplendid, and there was an enormous attendance. The Home team with nine wickets down and 465 runs to their credit, continued their first innings, Barnes and Sherwin, the not-outs of the previous day, resuming their places at the wickets. Barnes added 10 to his score (making it 105) and Sherwin added 6, when the latter wag bowled, and the innings closed for a total of 481, The Australians went in for their first innings, and succeeded in gutting together 184 runs. The highest scorers were : Bannerman, bowled, 32 ; McDonnell, stumped, 64; Murdoch, caught, 25 ; Blackham, caught, 57. McDonnell was badly missed early in his innings. The Australians being 297 runs behind their opponents, had to follow on. In their second innings they were only able to add 182 to their score, the highest contributors being— Bannerman, bowled, 22 ; Giffen, caught 26 ; Murdoch, not out, 42 ; and Spofforth, bowled, 37. The Marylebone Club thus won the match in one innings with 115 runs to spare. Tha Australians lost the services of Midwinter, who injured his hand and was unable to bat, The total quantity of wheat afloat for the United Kingdom is 2,330,000 quarters. A detachment of British troops has been ordered to support Mr Osborne in repelling the Usutu tribes. Mr Westgarth advocates a ten soiling postal note in preference to debased half-sovereigns. France intends shortly to blockade the whole coast line of Madagascar. May 24. The Very Rev. H. T. Edwards, Dean of Bangor, committed suicide to day by hanging. Tenders are invited up to the 30th iust. for the Queensland Government Loan of £3,670,000, bearing interest at 4 per cent. The minimum is fixed at 93. A fatal colliery accident occurred at Portobello. The coal took fire, and before the miners could be rescued seven i of (hem were suffocated.

A stormy meeting of the shareholders in the Chartered Bank has been held, and a motion for a Committee of

Enquiry into its affairs was only withdrawn in order to «»void damaging the credit of the Bank. The depoiits in it are increasing.

Sir Henry Torrens is gazetted a Knight Commander of St. Michael and St. George ; Colonel Crossnian a Knight Cammander, and Messrs Boden and Powell Companions of the Order, The House of Commom has, by a large majority, rejected an amendment delaying the extension of the franchise until a redistribution of 6eats takes place. May 25. The law officers of the Crown have decided that neither of the offic«3 beid by Sir A. Clarke disentitle him to a pension.

The project for the construction of a ship canal to Manchester has been authorised, and a capital of fife million! has been subscribed to carry it out. Delaney, a convict witness in the Sligo conspiracy case, swors that Tynan, the supposed No. 1, was present at the Phoenix Park murders, and that he heard Patrick Egan and Brennan encourage the Fenians to perpetrate such crimes.
