NEW PLYMOUTH COUNCIL FORMAL BUSINESS DEALT WITH. SURF ASSOCIATION REQUEST. Formal business dealt with by the New Plymouth Borough Council last night was lengthy and the council took some time in its deliberations. The Mayor, Mr. E. ’R. C. Gilmour, presided and those present were Crs. F. S. Grayling, F. Amoore, G. Fleming, P. E. Stainton, J. Brown, F. J. Hill and R. S. Richardson. Requests to Council. The Taranaki centre of the New Zealand Surf Life-Saving Association will be' informed that, the . council cannot grant a general permission. to. the ciation to charge for admission to the Ngamotu, East End and Fitzroy beaches during the progress of the Taranaki championship surf events, but that if the association will submit an application for. a specific date and place it will receive consideration. Letters relating to the health stamps and health camps campaign and for permission to take up a street collection on October 4 were referred to the council by the works committee.

Consideration of the petition against planting trees on the railway reserve formerly leased to Messrs. Hooker Bros., was deferred until after the proposed deputation to the council. That the following replies will be given to the various requests of the East End Reserve Committee: To expedite erection of bridge to replace the one washed away, the plans are now ready and tenders for the work will be called immediately; to expedite replacement of the concrete terraces on the river bank, the borough engineer will be authorised to pioceed with the work, engaging such additional staff as may be necessary; to survey road into land purchased from Connett’s estate, the engineer will be instructed to make the necessary survey and submit plan to the committee. No provision was made in the annual estimates for the £636 10s expenditure involved.

In reply to .a letter requesting that steps be taken to prevent storm water accumulating in the 1 street in front of Mrs. McLennan’s property, Sackville Street, Messrs. Croker and McCormick will be informed that, owing to the excessive cost of dealing with storm water in this street, the council,-cannot at present remedy the trouble. . The following replies will be given, to requests of the Vogeltown Progressive Association:—That three years’ notice be given to residents of Carrington Roaato have hedges cut back to boundary: The council considers it unwise to give three years’ notice as ■ suggested, but Inspector Day will be instructed to: compel the owners to keep their hedges cut back where necessary. ' For extension of the asphalt to the kerbing on the western tide of Carrington Road from Shortland Street to Holsworthy Road: No funds are available for this work. Inquiring what action the ■ council intends to take in regard tb the improvement of footpath on Carrington Road opposite. ~xrs. Somerville’s property: This matter .is still under consideration and no definite reply can, be given. Petition for the improvement of Brooklands Road: The engineer’s estimate for the re-metalling and permanent sealing of the unsealed portion of Brooklands Road to give a finished width of 18 feet is £1915 5s 4d, and, no funds being available for the work, the council is unable to accede to the. request. The following decisions were made re-garding-requests contain .id in. the letter from Miss E. Dowling: Request for street light at the corner of Fulford and Morley Streets, referred to'the. street lighting committee to consider in June;-that a substantial railing should be placed on the edge of the . gully on the north side of Fulford Street between Mt. Edgecumbe and Morley. Streets, that, being satisfied that no real danger exists, the council cannot take any action. In reply to a request for the improvement of the tannery hill bend on Frankley Road, the Frankleigh' Park Progressive Association will be informed that, as no. funds are available, the council is unable to do the work. . A request for the opening U P Clawton Street from Frankley Road from Mrs. N. E. Jones was considered and a reply given that a plan to provide some access is in course of preparation,. but the council is unable to say. at present if or when the work Is likely to be undertaken. In reply to a request that the footpath on the south side of Lemon Street from Gover Street to the memorial arch proposed to be erected at the main entrance to the school, be . surface sealed, the Central school committee will be informed that, no funds being available, the council is unable to meet the request. No action will be taken regarding the request of Messrs. Hoskin and Sons that steps be taken to prevent wood-hawking in the borough. Road Race Arrangements.

In reply to an application for permission to run the 50 miles West Coast (N. 1. cycling road championship race over portions of certain streets within the borough on September 14, the' New Plymouth Amateur Athletic and Cycling Club will be informed by the council that if it were to grant permission it would render itself Hable for damages for accidents or injuries to persons or property that might arise.. Under the circumstances the appHcation must be refused. The club, however, will be informed that, the streets in question being pubUc highways,, no permission is required for the pubUc to use them for the purposes of a highway in a reasonable manner and for reasonable purposes. In the event of the club deciding tb proceed with the race without the council’s permission and at its. own risk the council expressed the opinion that it is desirable in the interests of safety that traffic should be temporarily diverted from the streets over which the race will be run. Consequently traffic will be diverted in Queen Street between King Street and St. Aubyn Street between the hours of 1.25 p.m. and 2.15 p.m. and in Morley Street from Devon Street to the main entrance to Western Park between the hours of 3.30 p.m. and 4.30 p.m. Nothing in the resolution should be construed as a consent by the New Plymouth Borough Council to th? race in question being run over pubUc sheets. The council could not accede to the request that the services of the borough inspectors should be made available to assist in controlling the traffic, but Inspector Day will be authorised to take such steps to control the traffic as he considers warranted. 5 ' News Stand License. In reply to a letter protesting against the licensee of a street news stand being prevented from selling a periodical magazine from the stall, the proprietors of the magazine will be informed that a Ucense until March next containing certain specified conditions having already been issued for the street news stand in question, the council cannot see its way to alter the conditions of the Ucense. The whole question of whether a renewal of the license will be granted and if so, on what terms, will be considered in February next.

Miscellaneous Matters. A letter was received from the Unemployment Board granting an extension of time to September 24 for the beginning of the erection of the women’s rest room. The engineer was- authorised to give effect to his recommendation to effect temporary repairs to the chiller chamber at the abattoirs and during next winter to overhaul the lining and insulation and renew it where required. The work will cost about £2OO. The tender of Messrs. H. and W. Quinn for the scavenging contract for two years was accepted, the quoted price being £695. Health Stamp Campaign. Data in connection with the 1935-36 health campaign was forwarded by the organiser, Mr. L. O. Hooker, the Minister of Health, the Hon. Sir Alexander Young, and the chief postmaster at New Plymouth, Mr. R. G. May. The last-named advised that it was proposed to set up a local committee and asked the council to nominate a representative. It was also suggested that the council should purchase health stamps. Reporting on the campaign, Mr. R. Day stated that the granting of permission for a street collection should be seriously considered in view of past action and the number of deserving local organisations that would benefit by extra funds. The council decided to make a donation of £5 5s to the fund, but permission for the street day was declined on the grounds that the days for collection had already been allocated and the council could not see its way to make provision for another day. Mcturoa Ratepayers. Mr. H. Sanders, secretary of the Moturoa Ratepayers’ and Progressive Association, wrote asking what action the council intended taking regarding the metal-' ling and kerbing of upper Pioneer Road and the opening of channels in Parrish and Weston streets. It was also stated that the sump at the comer of Parrish Street was blocked. The letter concluded by suggesting that the council visit Moturoa and view necessary improvements. The question was referred to the works committee. Rubbish Destructor. The W’est End School and Home Association advised that at its meeting on August 26 it had passed a resolution, of - protest to the council against the proposed situation of a new rubbish destructor, on the grounds that the site ' was in full view of one of the main entrances to the town, that it was in a residential area, that the presence of any type of destructor would retard the progress of the district by having an effect on the two schools of the locality, and that there would be a certain amount of smoke nuisance. • \ ■ It was decided to refer the matter to the works committee. Hospital Water Mains. The council deferred consideration of a letter from the borough engineer intimating that to extend the water-mains to give better fire-fighting facilities at the New Plymouth hospital the cost to the board would be £l7B 14s and to the council, for a 4in. connecting main in Morley Street £l6O. The question will be considered after the receipt of a reply from the Hospital Board.
