The police in Zagreb have started a novel method of dealing with motorists who break the traffic regulations. Any driver who offends is now punished on the spot by a policeman letting all the air out of his tyres—which means that the motorist has to,pump them up again or pay someone else to do it. The police think that this is more effective than fines, and/since they have started there has been a considerable decrease in the number of offences.
