Authoritative political circles believe that one of Mr. Stanley Baldwin’s, first acts, when he becomes Prime Minister, will be to invite Mr. de Valera to London, taking advantage of the reconstruction of the Cabinet to begin negotiations anew, says the Daily Herald. Informal conversations for this purpose are now in progress. The success of the agreements regarding coal and cattle is helping the situation, as is Mr. de Valera’s declaration that the' Free State will not be used as a base for attacking Britain. ‘ ■ .
