The Emperor of Ethiopia in the speech from the throne proroguing Parliament announced the adoption of conscription and the organisation of the whole population, male and female, for war. Everybody will he taxed for the equipment of the army.
The Emperor added that the future penalty for treason would be death. According to Abyssinia’s ancient law books traitors could be burned alive. A Stresa cable says that Italy and Abyssinia to-day agreed to submit their dispute to a committee for conciliation.
