“WORST IN THE WORLD” MAYORS “STAND THE RACKET.” THE RELIEF OF DISTRESS. SHELTER FOR GOVERNMENT. By Telegraph—Press Association. Christchurch, March 21. “No group of men in New Zealand has had a worse time than have the Mayors of cities and boroughs in this country, as during the depression they have probably had to stand up to more racket than any other group of public men/’ said toe Mayor of Christchurch, Mr. D. G. Sullivan, in welcoming delegates to the Municipal Association’s Conference. “There is probably no country in the world where to the same extent the burden has been placed upon local bodies as has been the case m New Zealand, he added. “Both the Government and the Unemployment Board, to a very large extent, have sheltered behind local bodies and a very heavy financial burden has been placed upon local bodies within my experience. Both the Government and Unemployment Board get almost panicstricken at any suggestion of the local bodies showing a rebellious attitude or o failing to bear the burden as they have carried it in the past.’
