REGULATIONS AND LICENSING. RECORDS MUST. BE KEPT. Regulations concerning the licensing of commercial aircraft services are contained in a special Gazette published this week. They have been 1 issued under the . Transport Licensing (Commercial Aircraft Services) Act recently passed by Parliament. Provision is made for the issue of continuous licenses, temporary licenses and special licenses for aero clubs. The regulations set out the procedure to be followed in applying for the various types of license, and the scale of fees payable on application being made for them. The licensing authority is the Transport Co-ordination Board, and in its proceedings the board may act upon such information as it thinks fit, whether such information would be evidence legally admissible in judicial procedings or not. With the permission of the board, any person may be represented at the proceedings by barrister, solicitor or • other agent. Decisions of the board in reference to an aircraft-service license shall be forwarded to the Commissioner of Transport. TIME-TABLE AND FARES. A complete and correct time-table and list of fares for the time being in force for the service in which any aircraft is used shall at all times while the aircraft is so used be displayed in a suitable conspicuous place on the aircraft, and also at some suitable place in every aerodrome regularly used for the service. Every application for the renewal of an aircraft license shall be made not less than 28 days before the day on which such license expires.

• Upon the return of any license rendered illegible or spoilt by weather or such cause, or upon proof to his satisfaction that a license has been destroyed, stolen or lost, the Commissioner of Transport, may, upon application by the person to whom the license was issued, and upon payment of a fee of 2s 6d, issue a duplicate copy. The licensee shall promptly report in writing to the commissioner and shall publicly notify at least once in a newspaper circulating in the district served, all interruptions of an aircraft-service which are likely to continue for more than 24 hours. Both notifications shall fully explain the cause of the interruption and its probable duration. SCALE OF FEES. The fees payable are as follow:— Accompanying every application for a continuous, aircraft-service license, £2. Accompanying every application for a temporary aircraft-service license, 2s 6d. Accompanying every application for a special aircraft-service license for an aero club, £l. On issue of every certified extract from the register of licenses or any certificate issued by the commissioner. Is. For every subpoena issued by the board, ss. Accompanying every application for an amendment to a license, ss. Accompanying every application for transfer of a license, £2. It shall be a condition of every continuous and special aircraft-service license that the licensee shall keep such records as will enable the following information to be supplied to the Minister of Transport within one month of the end of every financial year of the licensee’s business, such information to be supplied on being required in writing by the Commissioner of Transport: (a) A balance-sheet and profit and loss account, (b) The number of passengers carried classified according to place of commencement and end of journey, (c) The weight of freight carried, with a general

description of the nature of the articles carried, (d) The number of miles flown in any aircraft service by each licensed aircraft.

Every person who supplies false or misleading information, or omits or refuses to supply any information required, shall be deemed to have committed a breach of the regulations. Every person who fails to comply with any condij tion, duty or obligation imposed by the Transport Licensing (Commercial Aircraft Services) Act, and for ' which no specific penalty is therein provided or offends against or fails to comply with or commits a breach of the regulations, shall be liable for every such breach to a fine not exceeding £lO.
