LEAGUE TO EXPLAIN ISSUES. By Telegraph—Press Assn—Copyright. Rec. 7.30 p.m. Geneva, Sept. 8. The Council of the League of Nations has decided to examine and make clear to people living in the Saar the political, economic and financial consequences of the plebiscite in order that voters may have a clear perception of significance of the ballot that will be taken early next year to decide the national future of the valley.
