TROUBLE OVER RAILWAY MANY RUSSIANS ARRESTED SOVIET CITIZENS LEAVING TALK OF AVAR DISCOUNTED By Telegraph—Press Assn.—Copyright Rec. 11 p.m. Shanghai, Aug. 17. Large numbers of. Soviet railway officials were arrested following outrages on the Chinese Eastern Railway. News to-day confirms reports that Soviet citizens along the railway lines are leaving for Russia. While current talk of imminent war can be discounted the situation is graver than for a long time. A Tokio Foreign Office spokesman says the Foreign Office and the Army are consulting with a view to giving a general warning to the Soviet regarding the long list of unsettled border incidents and the Chinese Eastern Railway outrages.
