Commenting on the Japanese Foreign Office spokesman’s statement that Japan seeks a revision of the Washington Naval Treaty 5-5-3 ratio to enable parity with the United States, the Daily Express says: ‘‘Japan is greatly mistaken if she thinks that the United States would willingly allow her to build up to the American strength in the Pacific.” ....
