DEBTS TO UNITED STATES ATTITUDE OF ROOSEVELT NO COLLECTIVE PEALING BRITISH PARTIAL PAYMENT By Telegraph—Press Assn.—Copyright. New York, May 30. “The eleven billion dollar war debt structure is tottering in the face of notice from President Roosevelt that the latest compromise proposal reported from Europe is unacceptable,” says the Washington correspondent of the New York Tribune. “When shown press dispatches declaring that Britain would make a partial payment on June 11, with the promise of a general debt conference, the President indicated that under no circumstances would he receive European war debtors collectively, although he was still open to such bi-lateral conversations as they might initiate.”
