Chinese Rough Stuff.
Feminism has still some worlds to conquer. In Shantung, for instance, which is the best ruled province in China and also where the silk comes from, ladies who indulge in “perms” are liable to have a bad time. The Shantung policemen make their rounds equipped with a pair of scissors, and any woman with artificially curled hair has her head cropped on the spot by the strong arm of the law. This drastic ukase is the more surprising since General Han Fu Chu, under whom Shantung is reputed the best ruled province in China, is in most things quite a liberal-minded fellow. But he is masterful withal. His civil staff do compulsory physical jerks every morning before starting the day’s routine, and they have to be punctual at their desks under pain of losing their jobs, if not their heads. Han Fu Chu might be a valuable asset in Whitehall.
