COTTON DELEGATION LEAVES
JAPANESE REACH NO SOLUTION. FOUNDATION OF NEW STRUCTURE. By Telegraph— Press Assn.—Copyright. London, March 30. The Japanese cotton delegation is going home. Mr. Okada declared that although it'was not possible to find a common basis, their labours had not been in vain. They had laid a foundation on which a structure might eventually be built. , According to a Tokio cable, the spokesman of the Japanese Foreign Office said he had instructed Mr. Matsudaira, Ambassador inXondon, to inform the British Government that Japan was willing to have a Governmental conference on textiles, but as the British Government originally proposed the discussions it was hoped they Wou ld offer some concrete proposals. '
