CONSTITUTION BILLS EXPLAINED.

MISAPPREHENSIONS REMOVED.

Capetown, March 28.

Mr. O. Pirow, in moving the second reading of the Constitutional Bills, said that the constitutional position of South Africa, even if the Statute of Westminster were included, was not affected. Certain doubts were removed which might, spare much future trouble. He would move an amendment entrenching the Governor-General’s right to dismiss Ministers. South Africa enjoyed the greatest possible amount of self-government to which any nation could lay claim.
