THE'' COTTON AGREEMENT. Calcutta, Feb. 20. The feeling that India has got the worst deal in the cotton trade agreement between India and Japan is growing daily now that a pack of theories has been translated into the hard facts of imports and exports. The Indian Merchants’ Chamber, in a communication to the Government of India, . makes a belated protest against the unfavourable terms of the agreement. A demand is made for the strictest vigilance in enforcement of the agreement in case of further encroachment by Japan. '
