A strong plea for birth-control instruction—which is banned by the Hindu religion—is made in the Indian census report, which has just been published. Dr. Hutton, the census commissioner, says that India now heads all countries in population, her increase of 34,000,000 since 1921 placing her even over China. The increase represents 10 per cent, of India’s total population. Before steps are taken to reduce the infantile mortality rate in India, Dr. Hutton urges that.it is more important to reduce the birthrate itself, and the baby weeks, which are becoming popular, should at least be accompanied by birth-control instruction.
