Without a roll call the Senate confirmed Mr. William C. ■ Bullitt’s appointment as the first Ambassador to Russia. Mr. William Bullitt has been an advocate of recognition of the Soviet since 1919, when he was sent by President Wilson on a secret mission to Russia to negotiate with Lenin. Returning to the Paris Peace Conference he told President Wilson that the Soviet was ready to halt its world-wide propaganda and enter diplomatic relations if the Allied expeditionary force retired from Russia. This the Powers ignored. Mr. Bullitt soon broke with President Wilson owing to his criticism of the Versailles Treaty, saying it was full of causes for future wars. He remained in private life until President Roosevelt commissioned him to study Soviet affairs and to be the first ambassador.
