London, Dec. 1. ‘ The unofficial committee of both Houses of Parliament formed to consider reform of the House of Lords has decided that the Marquis of Salisbury should introduce a Bill before the adjournment providing that the House of Lords shall consist of 300 members, of whom 150 shall be elected by the general body of hereditary peers and 150 appointed by some method determined by tne House of Commons. The House of Lords consists at present of 670 hereditary and 68 other peers, a total of 738; in addition there are 24 peers who are minors.
