SEIZURE OF JAPANESE SHIP
KAMCHATKA FISHING DISPUTE.
DESTROYER ARRIVES TOO LATE.

A Japanese destroyer failed to arrive in time to intercept a Soviet guardship escorting to Petropavlovsk the Japanese fishery steamer Kotohira Maru, which was arrested on Saturday. The naval authorities investigating the matter have already ascertained that the Kotohira Maru was outside Kamchatka territorial waters at the time of the seizure.
