Mr. Ramsay MacDonald in the House of Commons refused a request by a Scottish Convention for a Royal Commission to inquire into Scottish, home rule. He was not satisfied he said, that there was any general desire to justify a commission. “Has the Prime Minister failed to note that all candidates for the East Fife byelection are pledged to home rule for Scotland?” asked Mr. McGovern. Mr. MacDonald gave no reply.
