SOCIALISTS NOT IN CABINET NEGOTIATIONS BREAK DOWN TALK OF DICTATORSHIP DEFICIT GROWING HOURLY By Telegraph—Press Assn.—Copyright. Rec. 11 p.m. Paris, Jan. 31. The Socialists’ negotiations with M. Daladier in his attempt to form a Cabinet have broken down. If M. Daladier succeeds in forming a Ministry it will almost certainly face the same difficulties and fgll the same way as its predecessor. Talk of a dictatorship everywhere in France indicates deep discontent and unrest. Demonstrations occurred in the provinces and police cordons were broken by angry crowds. While France waits a new Government, the Budget deficit is growing at the rate of £10,500 an hour; consequently the post of Finance Minister is the hardest to fill. M. Herriot’s newspaper, le Renouvelle, hopes that M. Daladier will be able to collaborate with the majority of parties to carry out the programme that M. Herriot considered necessary.
