TO BE PERPETUALLY NEUTRAL
FRENCH DESIRE FOR AUSTRIA. LEAGUE GUARANTEE PROPOSED. By Telegraph—Press Assn. —Copyright. Rec. 11.45 p.m. London, Jan. 18. The French Government has made a startling move on the diplomatic chessboard in connection with the international status of Austria, says the diplomatic correspondent of the Daily Telegraph. France proposes that Austria, like Switzerland, should be recognised by the Powers as perpetually neutral, this to be guaranteed if possible by the League of Nations. Secret pourparlers on the subject are now proceeding with a view to averting the dreaded political union of Germany and Austria, or the economic union of Austria and Italy. The Daily Telegraph points out that Austria, unlike Switzerland, is not selfcontained economically and possesses no easily defensible strategic frontiers. It is unlikely that Italy and Germany will acquiesce in the plan which even realis-tically-minded French statesmen regard as Utopian.
